Srinagar: The abrogation of Article 370 by the Indian government on August 5, 2019, marked a significant turning point in the history of Jammu and Kashmir. This decision, aimed at fully integrating the region with the rest of India, has been met with mixed reactions globally. However, a closer examination reveals that this move has largely contributed to preventing bloodshed, fostering democratic engagement, and paving the way for development, peace, and prosperity in the region.

Preventing Bloodshed and Ensuring Security

Prior to the abrogation, Jammu and Kashmir was often a hotbed of insurgency and violence, fueled by cross-border terrorism and internal strife. The special status granted under Article 370 allowed for a degree of autonomy that inadvertently facilitated the growth of separatist sentiments and militancy. The central government's decision to revoke this status was primarily driven by the need to curb these violent activities and restore law and order.

In the aftermath of the abrogation, there has been a noticeable decrease in terrorist incidents and civilian casualties. Enhanced security measures and a robust counter-insurgency strategy have contributed to a more stable and secure environment. This stabilization is crucial for the long-term peace and safety of the region's residents.

Cooperation with Security Forces and Acceptance of the Constitution

A significant change observed post-abrogation has been the increased cooperation between the local populace and security forces. Enhanced community policing initiatives and outreach programs have bridged the gap between civilians and law enforcement agencies. The people of Jammu and Kashmir are now more inclined to report suspicious activities and cooperate with security operations, fostering a safer environment.

Furthermore, the acceptance of the Indian Constitution has seen a positive trend. The integration of Jammu and Kashmir into the Indian legal and administrative framework has gradually gained acceptance among the populace. This acceptance is reflected in the increased participation in democratic processes and adherence to constitutional norms, contributing to the overall stability and governance of the region.

Democratic Awakening and Political Inclusion

One of the most significant outcomes of the abrogation is the promotion of democratic processes in Jammu and Kashmir. For years, political participation in the region was marred by boycotts and low voter turnout, often due to intimidation by militant groups. The integration of the region into the Indian Union has encouraged greater political involvement and participation.

The successful conduct of local body elections and the District Development Council (DDC) elections post-abrogation stands as a testament to this democratic awakening. These elections saw unprecedented participation from the local populace, including women and youth, signaling a newfound trust in the democratic process. This political engagement is essential for ensuring that the voices of the people are heard and that their needs and aspirations are addressed effectively.

Voter Turnout in Lok Sabha Elections 2024

The Lok Sabha elections of 2024 were a significant milestone for Jammu and Kashmir, reflecting the region's evolving democratic landscape. The voter turnout in Jammu and Kashmir for these elections was 68%, a marked increase from previous years. This heightened participation underscores the residents' growing engagement with the democratic process and their desire to influence the governance and future of their region.

Development and Economic Prosperity

Economic development has been a cornerstone of the government's strategy for Jammu and Kashmir post abrogation. The region's special status had previously restricted the flow of investments and hindered economic growth. With the removal of these barriers, there has been a concerted effort to boost infrastructure, create jobs, and improve the overall standard of living.

GDP Before and After Abrogation

Before the abrogation of Article 370, Jammu and Kashmir's GDP growth was relatively sluggish due to political instability and limited economic activity. In 2018-2019, the GDP of the region was approximately ₹1.22 lakh crore (₹1220 billion). The uncertainty and frequent disruptions in daily life hindered substantial economic progress.

Since the abrogation, the region has witnessed a gradual but steady economic improvement. By the end of the fiscal year 2022-2023, the GDP of Jammu and Kashmir had increased to approximately ₹1.55 lakh crore (₹1550 billion). This significant rise can be attributed to enhanced infrastructural investments, increased business activities, and better governance. The focus on developing sectors like tourism, agriculture, and handicrafts has played a crucial role in this economic upswing.

The abrogation has also led to the saturation of various central government schemes in Jammu and Kashmir ensuring that benefits reach every corner of the region. Programs like Pradhan  Mantri Awas Yojana (PMAY), Ayushman Bharat, and the PM-KISAN scheme have been effectively implemented, providing housing, healthcare, and financial support to farmers. The saturation of these schemes has significantly improved the quality of life for many residents, ensuring inclusive growth and development.

Increase in Investments

The abrogation of Article 370 has opened the doors for significant investment in Jammu and Kashmir. Before the change, the region's special status discouraged many investors due to legal and regulatory uncertainties. Since August 2019, there has been a marked increase in domestic and international investments, signaling a new era of economic optimism.

By 2023, Jammu and Kashmir had attracted over ₹25,000 crore (₹250 billion) in new investments. These investments span various sectors including tourism, information technology, agriculture, and healthcare. Major companies have shown interest in establishing operations in the region, creating job opportunities and stimulating local economies. The government's focus on improving infrastructure, such as road connectivity, power supply, and internet access, has further enhanced the attractiveness of Jammu and Kashmir as an investment destination.
